souvenir from Berlin olympics 1936

This was hard for me to classify because it was 3 years before world war 2. The Berlin olympics were in 1936. My Grandmother brought this bear back to England after attending the Berlin olympics. It is in perfect condition, with movable arms and legs. It stands at 21cm's. People were not aware of the Nazi parties' policies during the games but to me it seams a coincidence that the bear is totally white. He looks almost albino with reddy coloured eyes. He has a sash with Berlin on it.
