My own Reflection on the effects which Performance Based Pay systems have when Government Employees are driven to achieve "Costs Savings" Targets at any costs.

Under successive Governments who seemingly turn a blind Eye to methods employed to gain bonuses and ignore the effetcs on Human beings.
