The drawing is a view looking north down The Terrace toward Parliament Buildings, from a point north of Woodward St.

Definitely worth reframing; there are marks on the inside of the glass.

Collect island Bay.

There are a couple of age marks on the piece itself - one at the right, half way down (to the right of the dominant power pole. The others are a couple of spots in the lower left corner.
