Paper is the teenage love story of Alan Higgs, an apprentice tool maker, and Clair McEwan, the daughter of the local paper mill manager in Kent. Their developing relationship is woven into the fabric of an impoverished post-war Britain on the verge of rejuvenation. Restrained by class difference and the conventions of the fifties, their troubled relationship is portrayed alongside the political unrest in England and around the world.

The year is 1956 and whilst the Jive and the Jitterbug sweep the nation, tensions are mounting between Britain and Egypt over the Suez canal and the Russians are showing ever increasing signs of displeasure with the Hungarian government. Alan and Clair's tentative relationship is challenged by his growing Communist sympathies and their unwitting involvement in a pay roll robbery, a bumbling enterprise entered into by Alan's contemporaries. Events propel the couple to Trafalgar Square on the eve of the Suez war, anticipating their own personal tragedy and separation to come. When Alan is enlisted to serve out his national service in the Royal Air Force, they lose sight and hold of each other, and the teenage crime portrayed earlier in the book meets a grim conclusion.

Paper cleverly intertwines fictional human drama with real, historical events. Gritty and emotionally involving, Paper explores a village teenage love story, forced to grow up and forced apart by events out of their control.
