Joy is the name of a small coastal town in New Zealand. Its inhabitants are known as Jovians, and the town is unofficially ruled by the Doctor - the charismatic Dr Falk, of German origin.

Into this closed community comes Filbert, a government official detailed to uncover the Doctor's mysterious past. His visit coincides with the outbreak of an epidemic and the Doctor quarantines the tow. Sealed off from the outside world, Joy becomes a hothouse of gossip, passion and intrigue. High drama ensues, enlivened by touches of the bizarre.
