From the Preface, the work is in four phases: 'the pre-1848 era which goes back to the Maori occupation of the land of Murihiku, sealing and whaling; the Scottish background, wherein is found the genesis of the Otago scheme; the provincial era, deals with the efforts of a few hundred Scottish settlers to conquer their environment and to give practical effect to those ideals which had been incorporated in the Articles of Settlement; and the beginning of the modern era with Otago bestowing upon New Zealand as a whole those ideas of land settlement, education and the like, which were a part of the provincial heritage of the south'.
