When the Small Farms Association was wound up in 1871 a Trust was formed to administer surplus town land and to promote for educational institutions, cultural and community life. This endowment was considered a fortuitous legacy for the town
The history of the Trust and of the town of Masterton: Joseph Masters, a champion of land for the working classes, and Charles R Carter, both of whom are remembered by the names of Wairarapa towns, helped found the Small Farms Association. Masters and HH Jackson walked from Wellington and negotiated to buy land from the Maori owners
