In1993, a Draft Declaration on the Rights of Indigenous Peoples, commanding the support worldwide of non-governmental organisations representing indigenous peoples, was formulated under the auspices of the United Nations Commission on Human Rights.

The Draft was the result of several years of talks, argument, commitment and effort by indigenous people from all over the world.

In New Zealand, the local chapters of the International Commission of Jurists and the International Law Association organised a joint seminar at which the Draft Declaration on the Rights of Indigenous Peoples could be publicly discussed.

The particular New Zealand context was the focus of the seminar, especially the issues of the right of self-determination and the right to the full participation of indigenous peoples in decisions about matters that may affect their rights, lives and destinies. The seminar took place in Wellington in August 1997.

The Institute of Policy Studies is delighted to publish this book, which brings together the papers presented at the seminar and a record of the discussions that followed each paper.
