A quick lesson in Stainless Steel Wire Rope...

As indicated in the pictues, the 7x7 indicates the structure of the wire. Our product is constructed from 7 thin wires twisted together in a substrand, then 7 substrands are twisted in a silky smooth finish. The total is 49 individual wires twisted together constructing a single strand of our premium wire.

Two other common wire strand constructions are:

1x19, which indicates 1 strand formed by 19 individual wires twisted together (also used for balustrading to provide negligible stretch and minimal flexibility - and for this wire we recommend only hydraulically swaged fittings); and

7x19, which indicates a collection of 133 individual wires which are grouped as 7 substrands of 19 wires each - then twisted together into 1 strand.

...Simply put, the more wires that are twisted to make a strand, the more flexible the strand of wire becomes.
