designed as a layer piece. has pull ties on both sides so you can runch the hem lift one side or both!
two layers of generous runched fabric each layer is 27cm in length a total of about 38cm of runch fabric when measuring from top to hem.
can easily fold over body of peddicoat to make shorter.
DAM it's just too long for short me!
could attack it and try to shorten but decided it's better to find a new home.
