The strap that runs along the dog's back in front of the leash 'D' ring, has a stitched loop where the car seat belt (prior to buckling up), is threaded through whilst the dog is sitting on the seat with it's back facing the seat back. Once seat belt is buckled up, the dog has the same movement freedom as a person wearing an inertia seat belt, unless a standard lap belt is used, restricting freedom of movement according to slack adjustment allowed on lap belt.
