When repainting a surface, it’s essential that the surface is adequately prepared. Previous coats of paint must be stripped off if they are damaged, peeling, bubbling, cracking, or chipped. Without removing these previous coats, repainting will not achieve a satisfactory or long-lasting finish.
Lead-based paint removal is hazardous. Most houses built before 1970 used lead-based paint, which can cause lead poisoning if not handled with the right equipment and methods.
