Could be by Sydney Charles Smith, 1888-1972, as he took very similar composition from the same angle, in the 1900's.
Described by the Dominion Museum as “Looking toward Kelburn and the statue of Queen Victoria, which now stands in Kent and Cambridge Terrace.”

The tiny 'Colonial Museum' opened behind Parliament Buildings shortly after Parliament moved to Wellington in 1865. In 1907, the Museum became known as the 'Dominion Museum'.
In 1936, a new building to house the Dominion Museum and new National Art Gallery opened in Buckle Street, Wellington. It incorporated the New Zealand Academy of Fine Arts. Now called 'New Zealand Dominion Museum'.
Because of the high quality of tones and resolution, it would appear that this image was printed and mounted, by the Dominion Museum, from the original glass negative during 1907-1936.
Dimension; image 305mm wide x 251mm high. This rare photograph is in excellent condition, only the cardboard has foxing.
