The major theme of this exceptional book is that successive Governments have become more and more unaccountable. For the first time ever, much of NZ's parliamentary culture and proceedings are submitted to international comparisons - Canada, Australia and UK.

The book evolved from a masters thesis in politics completed at Victoria University in 1993. Written by Tom McRae, it is soft cover and 327 pages.
