FiiO L12 is a specially designed optical connecting cable with Toslink connectors, suitable to inter connect input and output devices with 3.5mm optical ports.

It could be used for connecting the 3.5mm optical output port of your laptop or PC to, for example, the FiiO E17 DAC / Headphone Amplifier.
