This is a CD4050BE IC, a Hex Non Inverting Buffer IC. Commonly used for level translation and general logic buffering needs.
As always, these parts come from China, parts sourced from China are great value for hobbiests and for 99% of users are fine, but if you need them to meet the specs of a particular manufacturer's datasheet then you should spend the extra dollars and by from Element14, Mouser, Digikey etc... because no matter what logo is printed on a chip from China, you can never be certain!
