Te kōwhiringa | The Opportunity

As Submissions Manager, you'll lead the end-to-end delivery of complex, collaborative bids (typically Category 4 and 5). Working closely with Bid Leads, Estimators, Designers, and operational teams, you'll develop compelling strategies and high-quality submissions that resonate with clients and win work.

You'll also play a key role in lifting capability across the tendering function through best practice, consistency, and continuous improvement.

Key Responsibilities

  • Lead and deliver high-quality, compliant, and competitive tender submissions
  • Develop winning bid strategies, themes, messaging, and written responses
  • Manage diverse submission teams, including virtual and third-party contributors
  • Partner with commercial and operational stakeholders to shape client-focused solutions
  • Ensure alignment with Downer's Opportunity and Bid Management Process
  • Contribute to best-practice content development and library maintenance

  • Proven experience managing complex, high-value tenders end to end
  • Strong track record producing high-scoring non-price attribute responses
  • Excellent project management, leadership, and communication skills
  • Deep understanding of client procurement models and evaluation criteria
  • High attention to detail with a continuous improvement mindset
  • Passion for delivering outstanding outcomes for clients and the business

Desirable -

  • APMP Foundation or Practitioner certification
  • Experience with SharePoint or similar document management systems
  • Strong commercial acumen and strategic thinking
