A Military targeted service as detailed on the records which are 169 mm across. This is grooved on the side shown in photo 3 so I presume it carry's a recording. The Gem Razor company made recordings available free to Servicemen during WW 2 . The disc appears to be a special coat on stiff cardboard just under 2 mm thick . I think they are quite rare.
