Note: there is a snapped bolt in one of the holes. This could be drilled out. The hole where the snapped bolt is used for mounting the downpipe to a bracket that’s then mounted to the engine block. Technically you don’t need to remove it if you don’t wish to re-use the bracket as it’s just there for support it’s not one of the holes that mounts to the turbo exhaust housing.
