Jack Wade works for the Anti Crime Network, a government sanctioned, privately run service, which tracks down wanted felons in order to extract payment, or body parts for their crimes. Committing a crime means you owe a debt to the state resulting in a financial penalty. If you can't pay then body organs are considered currency and they will be used to enhance the lives of the rich. These find their way to those who can afford to pay for a long and healthy life through the use of transplanted organs, while the rest of the population scrape a living in a shadowy and violent underworld run by organised crime associates. When the head of the ACN Mr Stern is murdered, his daughter Angela goes looking for justice and it is up to Jack to help her find it.

Jack has access to the latest in weapons technology (non lethal weapons are designed to stun the enemy and preserve their organs for transplant, of course) from shotguns, machine pistols and grenades, all of which can be earned and unlocked as the game progresses.

This bounty-hunting game features cutting-edge stealth action: you will slither against walls, peek around corners, and snap your enemies' necks from behind in total anonymity. You can play as both ruthless headhunter Jack Wade or his alluring accomplice Angela Stern. As you play in either third- or first-person perspective, you will have access to a fully stocked arsenal, including proximity mines, machine guns, and missile launchers. The detailed environments range from seedy biker hangouts to chaotic gas-filled shopping malls and futuristic laboratories. The mixture of storytelling and action is accomplished through the greater than one full hour of painstakingly rendered real-time full-motion videos.

Sega's adventure infuses stealth and arcade action with an extremely dark sense of humour.
